What is a Permanent Residence Permit for Own Economic Solvency?

It is a type of visa or residence permit offered by Panama to foreigners who demonstrate that they have enough economic resources of their own to live in the country without depending on local employment.

What is the purpose of this permit?

The purpose is to attract people with stable financial resources, such as retirees, rentiers or passive investors, who can contribute to the Panamanian economy without competing in the local labor market.

Legal Basis

It is based on Article 1, paragraph 6, Articles 24, 25 and 26 of Decree Law No. 16 of June 30, 1960 and Executive Decree No. 52 of February 19, 2003.

Establishes the subcategory of Permanent Resident as a Qualified Investor within the category of Permanent Resident for Economic Reasons. Its objective is to boost foreign investment in Panama, allowing investments in real estate, securities on the Panama Stock Exchange, or fixed-term deposits in local banks. The minimum investment is $500,000 or $750,000 for bank deposits. Benefits include immediate permanent residency, the ability to apply before entering the country, approval in 30 business days, and access to a special one-stop shop for immigration procedures.

Forms of Investment

There are different “variants” or ways to qualify for this type of visa, depending on the source and nature of the applicant’s income. These include:

  • Bank certification that you have opened a fixed-term deposit account in the name of the applicant, with a minimum duration of three (3) years, (the fixed-term must be free of all encumbrances) in any bank of general license in the national territory, for a minimum value of THREE HUNDRED THOUSAND DOLLARS (US$300,000.00), or its equivalent in foreign currency.
  • Copy of the fixed-term certificate authenticated by the bank.

Public Registry Certificate that proves the ownership of the real estate, in the personal capacity of the applicant with a minimum value of THREE HUNDRED THOUSAND DOLLARS (US$300,000.00), free of encumbrances.
Exceptions to the rule:

  • When the properties are in the name of a private interest foundation, the foreigner may apply for this permit as long as he proves that the founder and he or his dependents are the beneficiaries. The Public Registry certificate must show the designation of the founder and beneficiary.
  • In the event that the applicant proves that he or she has paid the net sum of THREE HUNDRED THOUSAND DOLLARS (US$300,000.00) in a real estate property and it is of a value greater than what is required, he or she may finance the remainder through mortgage loans from a local bank.
  • In the event that the article of the real estate is in the name of a corporation, the foreigner may apply for this permit as long as the shares are nominal and are in the name of the applicant and dependent. Bearer shares will not be accepted.
  • The same requirements explained in paragraphs a and b (Investment in Real Estate and Fixed Term Deposit) apply.
  • The total investment between Real Estate and the Fixed Term Deposit must be at least THREE HUNDRED THOUSAND DOLLARS (US$300,000.00).

Application Process

The process of applying for a Panama permanent residency visa is meticulous and requires careful preparation of the necessary documentation. At Legalia Panama we can help you with the entire process you need to obtain your visa in order to save you time and money.

These applications may be submitted prior to the entry into the national territory of the applicant and his dependents, through a special proxy. As long as the filiation process is completed in the Immigration Registry of the National Migration Service

1. Power of attorney granted by the applicant, in favor of LEGALIA PANAMA., who provides the text thereof.

2. Request brief that is drafted by LEGALIA PANAMA

3. Medical Certificate of Good Health, issued within the three (3) months prior to the date of submission. This certificate must be conferred by a Panamanian doctor. LEGALIA PANAMA assists you in obtaining this certificate.

4. Police history of personal history, of each member over 18 years of age, from the country of origin or by the country of residence (only when the interested party has less than 2 years of continuous residence in the Republic of Panama).

5. Original passport from the country of origin, with a minimum validity of six (6) months. Important: The applicant must be present in the country at the time of submission of the visa application.

6. Complete photocopy of the passport, authenticated before a Notary Public in Panama. LEGALIA PANAMA assists you in this procedure.

7. Five (5) updated passport-size photographs (from the front and without hats or veils).

8. Certified Check for EIGHT HUNDRED DOLLARS (US$800.00) in favor of the National Immigration Service.

9. Certified Check for TWO HUNDRED AND FIFTY DOLLARS (US$250.00) in favor of the National Treasury.

10. Personal Background Affidavit Form.

11. In the case of dependents:

• Letter of Responsibility
• Proof of kinship
• Proof of address
• Dependent of legal age and under twenty-five (25) years of age to present a certificate of singleness and studies.

12. Proof of the investment of THREE HUNDRED THOUSAND DOLLARS (US$300,00,000) made

  • Gather Documentation: Complete all forms and gather the necessary documents.
  • Apply: The application must be submitted by a lawyer at the National Directorate of Migration.
  • Review and Approval: The Migration Directorate will review the application and issue an approval if all requirements are met.
  • Obtaining the Permit: Once approved, the permanent residence permit and identity card are issued.
