What is the Friendly Nations Visa?

The Permanent Resident Permit as Friendly Countries is a type of visa offered by Panama to foreigners from certain countries who carry out professional or economic activities in the country. This visa promotes foreign investment and professional participation in the development of the country.

This visa allows applicants and their dependents (spouse, children under 25 years of age, and parents) to obtain a provisional residence permit for two years, after which they can apply for permanent residence.

Forms of Settlement in Panama

To apply for the Permanent Residence Permit under the Friendly Nations Visa, the applicant must demonstrate one of the following forms of establishment in Panama:

  1. Letter of employment on letterhead, signed by the employer’s legal representative, certificate from the company’s Public Registry and notice of operations.
  1. Ownership of real estate in Panama with a minimum value of $200,000 USD, which may be in the name of the applicant or an entity in which he or she is the ultimate beneficiary.
  • Deposit in a local bank for a minimum amount of $200,000 USD, with a minimum validity of three years, free of liens.

Application Process

Foreigners who wish to avail themselves of the benefits of this Permit must comply with the Panamanian legal and regulatory standards in commercial, labor or any other kind, according to the professional or economic activities to be carried out, except for the activities or professions reserved by law for nationals, which may be demonstrated for any of the following reasons:

The process of applying for a Panama permanent residency visa is meticulous and requires careful preparation of the necessary documentation. At Legalia Panama we can help you with the entire process you need to obtain your visa in order to save you time and money.

These applications may be submitted prior to the entry into the national territory of the applicant and his dependents, through a special proxy. As long as the filiation process is completed in the Immigration Registry of the National Migration Service

  1. Power of attorney granted by the applicant and each member of legal age, in favor of LEGALIA PANAMA, who provides the text of the same.
  2. Request brief that is drafted by LEGALIA PANAMA.
  3. Certified or Cashier’s Check issued by a bank in Panama for the sum of two hundred and fifty dollars (US$250.00) in favor of the National Treasury, for each member of the nuclear family.
  4. Certified or Cashier’s Check issued by a bank in Panama for the sum of eight hundred dollars (US$800.00) in favor of the National Immigration Service, as a repatriation deposit, applicable to any member who is 12 years of age or older.
  5. Medical certificate of good health, of each member of the family nucleus, issued within the three (3) months prior to the date of presentation. This certificate must be conferred by a Panamanian doctor. LEGALIA PANAMA assists you in obtaining this certificate.
  6. Certificate of criminal record, of each member over 18 years of age, from the country of origin or by the country of residence (only when the interested party has less than 2 years of continuous residence in the Republic of Panama). All documents issued abroad must be duly legalized by an Apostille or Panamanian Consulate and translated into Spanish by an Authorized Public Translator in Panama, in case it has been issued in another language.
  7. Original passport from the country of origin, of each member of the family nucleus, with a minimum validity of three (3) months. Important: Applicants must be present in the country at the time of visa application submission.
  8. Complete copy of the passport, of each member, authenticated before a Notary Public in Panama. LEGALIA PANAMA assists you in this procedure.
  9. Five (5) updated passport-size photos of each member of the family nucleus (front and without hats or veils).
  10. Affidavit of Personal History, duly signed by the applicant (one for each member of legal age). LEGALIA PANAMA helps you complete the form provided by Immigration.
  11. Documentation that demonstrates the purpose of requiring permanent residence, according to the economic or professional activity to be carried out, except for the activities or professions reserved by law for nationals, which may be demonstrated for any of the following reasons:
    1. For work reasons: the applicant must demonstrate professional activity and provide evidence that he or she has been employed by a company duly established in the national territory and apply to the Ministry of Labor and Labor Development for a work permit authorizing him or her to work in the national territory.
      • a.1. Letter of employment on letterhead, signed by the employer’s legal representative, certifying the position, salary and commitment to assume the repatriation expenses, as the case may be.
      • a.2. Certificate of Public Registry of Panama of the employing company;
      • a.3 Notice of Operations of the employing company. In the event that the employing company is not required to maintain a Notice of Operation, proof must be provided, as established in Article 4 of Law 5 of 2017.
    2. For reasons of investment in real estate: Certificate from the Public Registry of Panama that proves the ownership of the real estate, in the personal capacity of the applicant with a minimum value of TWO HUNDRED THOUSAND DOLLARS (US$.200,000.00), an operation that may be financed through a local bank.
    3. For Term Deposit reasons: Certification from a bank with a general license operating in the national territory, stating the existence of the deposit, its owner, the value, the term and that it is free of encumbrances, with a minimum validity of three years and for a value of not less than TWO HUNDRED THOUSAND DOLLARS (US$.200,000.00). This investment may be made in a personal capacity by the applicant, by a legal person in which the applicant is the final beneficiary of the shares, contributions or quotas of the company; or, founder and final beneficiary of a private interest foundation.
  12. Copy of the identity document or residence card of your country, duly certified as a true copy of its original by a Notary Public of the Republic of Panama.
  13. Letter of responsibility from the applicant in which he or she is responsible for the family member whom he or she will protect as his or her dependent and assumes the obligation of economic support and other expenses in general, including the commitment to assume his or her repatriation if necessary. This letter must state the telephone numbers and address of the domicile where the person responsible can be reached. LEGALIA PANAMA assists you with the drafting of this letter.

Note: All letters of responsibility must be accompanied by a utility bill, lease agreement, verified hotel reservation or any other document that proves the domicile of the foreigner during his or her stay in the national territory.

  1. Proof of kinship (marriage certificate and/or birth certificates of each of the children for whom the visa is requested, as the case may be). All documents issued abroad must be duly legalized by an Apostille or Panamanian Consulate and translated into Spanish by an Authorized Public Translator in Panama, in case it has been issued in another language.
  2. The adult dependent under twenty-five (25 years of age) must provide:
    • Certification of studies from institutions approved by the Ministry of Education that accredits their status as a regular university student.
    • Provide proof of your marital status (Certificate of Singleness). All documents issued abroad must be duly legalized by an Apostille or Panamanian Consulate and translated into Spanish by an Authorized Public Translator in Panama, in case it has been issued in another language.
  • Gather Documentation: Complete all forms and gather the necessary documents.
  • Apply: The application must be submitted by a lawyer at the National Directorate of Migration.
  • Review and Approval: The Migration Directorate will review the application and issue an approval if all requirements are met.
  • Obtaining the Permit: Once approved, the permanent residence permit and identity card are issued.

The Political Constitution of the Republic of Panama is the supreme document that establishes the fundamental principles and norms of the State, guaranteeing rights and freedoms, and organizing the functioning of the government and its institutions.

Decree-Law No. 3 of 22 February 2008 regulates Panama’s migration policy, establishing rules and procedures for the entry, stay and residence of foreigners in the country.

Executive Decree No. 320 of August 8, 2008 establishes specific procedures and requirements for obtaining different categories of visas and residence permits in Panama, facilitating migration regulation.

Executive Decree No. 197 of May 7, 2021 regulates the Provisional Residence Permit for citizens of specific countries with friendly relations with Panama, promoting investment and professional activities in the country.

Executive Decree No. 226 of July 20, 2021 modifies requirements for the Friendly Nations Visa, specifying investment conditions in real estate and fixed-term deposits to obtain permanent residence in Panama.
