What is the Permanent Resident Visa for Retired Rentier?

It is a residence permit offered by Panama to foreigners who can demonstrate permanent monthly income of at least US$850.00, generated by an income or annuity from an investment made in the Panamanian banking system, specifically in the National Bank of Panama or the Savings Bank.

Legal Residence:

About the Special Passport

The Retired Rentier Visa is based on:

Law No. 9 of June 24, 1987 establishes the legal framework for the Permanent Resident Visa for Retired Rentiers in Panama. This law allows foreigners to obtain permanent residency by investing at least US$200,000 in a fixed term in the National Bank of Panama or the Savings Bank, generating a minimum monthly income of US$850.

Decree-Law No. 3 of 22 February 2008 regulates Panama’s migration policy, establishing rules and procedures for the entry, stay and residence of foreigners in the country.

Executive Decree No. 320 of August 8, 2008 establishes specific procedures and requirements for obtaining different categories of visas and residence permits in Panama, facilitating migration regulation.

Main Requirements

Investment in Certificate of Deposit
  • Make a minimum investment of a Certificate of Deposit for at least 5 years in the National Bank of Panama or the Savings Bank.
  • The Certificate of Deposit must be free of liens and serve as a guarantee of monthly income.
  • The Certificate of Deposit must generate monthly income of at least US$850.00, which will be used for the applicant’s livelihood in Panama.
  • Valid passport and authenticated copies.
  • Criminal record certificate from the country of origin or residence, duly apostilled or authenticated.
  • Medical certificate of good health issued in Panama.
  • Passport-size photographs .
  • Bank certification confirming investment and monthly income.
  • Copy of the Certificate of Deposit authenticated by the bank.

Application Process

1. Personal Documents
  • Original Passport and Full Copies:

    • Valid passport with at least six months of validity.
    • Copy of all passport pages, including blank pages.
  • Recent Photographs:

    • Four passport-size color photos with a white background.
  • Birth Certificate:

2. Financial Documents
  • Bank Certification:

    • Issued by the National Bank of Panama or the Savings Bank.
    • You must confirm the investment of a Term Certificate of Deposit for a minimum of five years.
    • You must indicate that the certificate is free of encumbrances.
  • Authenticated Copy of Certificate of Deposit:

    • Copy of the fixed-term deposit certificate authenticated by the issuing bank.
    • You must detail the conditions of the investment and confirm that it will generate a minimum monthly income of US$850.00.
3. Legal Documents
  • Power of Attorney and Visa Application:

    • Documents drafted and submitted by a Panamanian attorney.

  • Affidavit of Personal Background:

    • The applicant declares that he or she has no criminal record in Panama or abroad.

  • Certificate of Registration with the National Migration Service:

    • Biometric and personal data registration at immigration offices in Panama.
5. Additional Considerations
  • Document Translation:

    • All documents issued in a language other than Spanish must be translated by a public translator authorized in Panama.
  • Legalization and Apostille:

    • Documents issued abroad must be legalized by Apostille (Hague Convention) or, failing that, by the Panamanian consulate in the country of origin and then by the Ministry of Foreign Affairs in Panama.
  • Validity of Documents:

    • Certificates and documents must have an issue date of no more than three or six months, depending on the type of document and migration requirements.
