What is the Permanent Resident Visa for Family Reunification with Panamanian Children?

It is a residence permit that allows foreigners, parents of Panamanian minor children, to obtain permanent residency in Panama. This migratory status facilitates family coexistence and grants rights and benefits so that parents can reside and, in some cases, work in Panama, contributing to the well-being and development of their children.

Decree-Law No. 3 of 22 February 2008 regulates Panama’s migration policy, establishing rules and procedures for the entry, stay and residence of foreigners in the country.

Although Law 38 of 2000 does not deal specifically with visas for married Panamanians, it does provide the general framework for how all administrative procedures in Panama should be managed, including those related to visa processing.

Main Requirements

Panamanian Child’s Birth Certificate:

  • Issued by the Civil Registry of Panama.
  • You must prove that the applicant is the biological father or mother of the Panamanian minor.

Affidavit of Liability:

  • The applicant must declare under oath that he or she lives in Panama and exercises parental authority and custody of the Panamanian child.

Proof of Income:

  • Demonstrate economic capacity to support the Panamanian child.
  • Bank statements, employment letter, income tax return, among others.
  • Valid passport and authenticated copies.
  • Criminal record certificate from the country of origin or residence, duly apostilled or authenticated.
  • Medical certificate of good health issued in Panama.
  • Passport-size photographs .

Application Process

The process of applying for a Panama permanent residency visa is meticulous and requires careful preparation of the necessary documentation. At Legalia Panama we can help you with the entire process you need to obtain your visa in order to save you time and money.

These applications may be submitted prior to the entry into the national territory of the applicant and his dependents, through a special proxy. As long as the filiation process is completed in the Immigration Registry of the National Migration Service

1. Power of Attorney (notarized) and Request. The power of attorney must contain the name and the
nationality of the applicant’s parents.
2. Three (3) photographs.
3. Duly verified copy of the passport (Notarized or Authenticated
corresponding).
4. Criminal Record Certificate.
5. Health Certificate.
6. Certified Check for B/.250.00 in favor of the National Treasury.
7. Certified Check for B/.800.00 in favor of the National Immigration Service.
8. Personal Background Affidavit Form.
9. Letter of responsibility and repatriation of the resident or national (duly
notarized).
10. Birth certificate of Panamanian children issued by the Directorate
National Civil Registry with its Tax Stamps for three balboas with
00/100 (B/.3.00).
11. Sworn statement before a Notary Public of the father or mother of the minor, stating
that the applicant has fulfilled his duties as a good parent.
12. Lease agreement, title deed, copy of utility bill
public or any other document that proves the applicant’s domicile.
13. Copy of notarized permanent resident migration card and if you have
permanent resident card must be authenticated by the Directorate
National of the Civil Registry of Panama.

  • Document Preparation: Gather all required documentation, ensuring that it is current and complies with Panamanian regulations.

  • Submission of the Application: Submit the visa application to the National Migration Service, accompanied by all the necessary documents.

  • Evaluation by Authorities: The authorities will review the application and the documentation submitted to verify compliance with the requirements.

  • Visa Approval and Issuance: Initially, a provisional residence is granted for two years. After this period, permanent residency can be applied.

After the two (2) years, the foreigner may apply for permanent residence, providing the requirements mentioned in the preceding paragraphs, with the exception of the Criminal Record Certificate and checks.
