What is a Work Permit?

Work permits are authorizations granted by the Ministry of Labor and Labor Development (Mitradel) that allow foreign citizens to work legally in Panama.

Classification of Work Permits

Executive Decree No. 4 of 2023 establishes six main classifications of work permits in Panama, designed to address the different labor and migration situations of foreigners in the country. Below, we explain each of them:

Classification 1: Considered labor

Permits granted to foreigners with a close relationship with Panama, such as those with more than 10 years of continuous residence, parents of Panamanian children, or married to nationals. These workers are treated as part of the local workforce.

It allows companies to hire up to 10% of foreign workers in ordinary jobs and up to 15% in technical or specialized jobs, protecting the balance between local and foreign hiring.

Designed for foreign workers employed in companies regulated by specific regulations, such as Multinational Company Headquarters (SEM), free zones or film productions.

It applies to foreigners linked to strategic economic activities for the development of the country, such as those in special economic zones or under international treaties that encourage investment.

Permits granted to people in vulnerable situations, such as refugees, stateless persons, or foreign victims of human trafficking, guaranteeing their right to work while residing in Panama.

It covers exceptional cases, such as citizens of friendly treaty countries, foreign professionals, students or self-employed workers, who meet specific requirements set by law.

Designed for short-term jobs, such as international artists, specialist technicians or evening show staff. These permissions are limited in time and purpose.

A special permit that allows foreigners in critical humanitarian situations to work legally while their immigration or humanitarian status in Panama is resolved.

Classification 1: Considered Local Labor

I. TYPE 1A WORK PERMIT

Work Permit for migrant worker with ten (10) or more years of residence in Panama (Indefinite).

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  1. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  2. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  3. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  4. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  5. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Certification that proves migratory movements during their residence in the country, which shows that they have not remained outside the national territory for more than 2 consecutive years, and
  1. At least one of the following requirements:
  1. Employment Contract and Social Security Fund (CSS) File,
  2. Applicant’s Income Tax Return, or
  3. Notice of Operations, if you are the owner of the same.

Renewal of the Card: B/. 30.00

Validity: first time Indefinite and renewal of the license every 5 years

II. TYPE 1B-1 PERMIT

For Migrant Worker with a Spouse of Panamanian Nationality.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  1. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  2. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  3. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  4. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  5. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Original marriage certificate a maximum of three months prior to the application issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.
  2. Legible copy of the personal identity card of the national spouse, authenticated by the Electoral Tribunal.
  3. Originals Birth certificate of the children, if any, issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.

For extension, the following specific requirements must be met:

  1. Original Marriage certificate a maximum of three months prior to the application issued by the Electoral Tribunal or online validation of said document. This document must be presented with the fiscal stamps of B/3.00.
  2. Originals Birth certificate of the children, if any, issued by the Electoral Tribunal or online validation of said document. This document must be presented with the fiscal stamps of B/3.00.

Note: The couple must carry out an interview, and they may also order home visits or any other suitable method that is determined in the future.

Cost of the Card: B/. 50.00

Renewal of the Card: B/. 30.00

Validity: first time 2 years, extension allowed up to a maximum of three years with a duration of 3 years

III. 1B-2 WORK PERMIT

Work Permit for migrant worker with a Panamanian Spouse with parental authority of a minor in the event of divorce.

IV. TYPE 1B-3 WORK PERMIT:

For migrant worker with a Panamanian Spouse with parental authority of a minor in the event of widowhood.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Originals Birth certificate of the children in common, issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.
  2. Death certificate of the spouse of Panamanian nationality, father or mother of the children, issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.

For the extension, the applicant must present the common requirements.

V. TYPE 1C WORK PERMIT

Work Permit for migrant workers with special permanent residence, granted by the President of the Republic.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Copy of the letter of recommendation from the President of the Republic.

Renewal of the Card: B/. 30.00

It is not subject to extension and it will be granted indefinitely with the first application. License renewal every 5 years.

VI. TYPE 1D WORK PERMIT

Work Permit for migrant worker as father or mother of a person of Panamanian nationality in a condition of dependency.

For migrant workers as the father or mother of a person of Panamanian nationality in a condition of dependency.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

1. Originals Birth certificate of the child of Panamanian nationality issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.

2. Proves that the applicant fulfills his duties as a good parent, through one of the following options:

to. Affidavit of the other parent, made before a Notary Public, stating that the applicant has fulfilled his or her duties as a good father or mother. In the event that the child of Panamanian nationality is of legal age and under 25 years of age, he or she may make the affidavit in his or her own name, replacing his or her other parent.
If the foreigner maintains custody and upbringing, guardianship or exclusive guardianship and upbringing, he or she must submit an authenticated copy of the resolution determining the measure, issued by the authority that established it.

b. If the requesting migrant worker is the only parent registered as the father or mother of the child of Panamanian nationality, it will be sufficient to present the birth certificate, issued by the TE, stating this fact.

In the event that the applicant does not comply with the conditions described, they must present evidence that they comply with the legal obligations corresponding to a good father or mother and certification issued by the Justice of the Peace of the area where they reside, indicating that the minor person lives with the applicant.

These cases will be evaluated for approval or denial by the Ministry of Labor and Labor Development, which will evaluate through studies, interviews, or social research, carried out by qualified Social Workers.

For the extension, the applicant must present the common requirements.

VII. TYPE 1E WORK PERMIT

Work Permit for migrant worker in accordance with the Treaty of Friendship, Commerce and Navigation between the Republic of Panama and the Italian Republic.

For migrant workers in accordance with the Treaty of Friendship, Commerce and Navigation between the Republic of Panama and the Italian Republic.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Authenticated copy of the resolution issued by the National Migration Service, by which permanent residence is granted under this category.

Cost of the Card: B/. 500.00

Renewal of the Card: B/. 30.00

It is granted indefinitely with the first application. License renewal every 5 years.

VIII. TYPE 1F WORK PERMIT

Work Permit for migrant workers dependent on diplomatic, consular, administrative and international organization personnel accredited in the Republic of Panama.

For migrant workers dependent on diplomatic, consular, administrative and international organization personnel accredited in the Republic of Panama.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the tax stamps of B/. 8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Letter issued by the Ministry of Foreign Affairs (MIRE) where they submit the application for the work permit for the dependent migrant worker.
  2. A simple copy of the general passport of personnel with diplomatic, consular, administrative and international organization positions accredited in the Republic of Panama.
  3. Simple copy of the general passport of the dependent migrant worker.
  4. Certification issued by the MIRE, which certifies the status of the diplomatic person who holds the position.
  5. Copy of the card issued by the MIRE of personnel with diplomatic, consular, administrative or international organization positions accredited in the Republic of Panama.
  6. Copy of the card issued by the MIRE of the dependent migrant worker.

Cost of the Card: B/. 100.00

Renewal of the Card: B/. 30.00

Valid for the term of the stay in the country of the staff of the diplomatic, consular or international mission, the card must be renewed every 5 years.

Classification 2: Percentages authorized by the Labor Code

I. TYPE 2A WORK PERMIT

For migrants hired by an employer as ordinary personnel, within 10% of the total number of workers.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, you must submit the following:

  1. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less.
  2. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.
  3. If you are an expert, providing a letter of reference, duly legalised, from previous work stating the worker’s speciality or any other suitable means of verifying your expertise. If it is a company that operates in Panama and hires an expert who has worked abroad for it, the letter may be issued by the local employer and must specify the time of the service performed, the subsidiary where it provided its work and its specialty.
  4. If it is technical, providing professional certification or duly legalized diploma of studies.

Renewal of the Card: B/. 30.00

Validity: first time three years, extension allowed up to a maximum of three years with a duration of three years

II. TYPE 2B WORK PERMIT

For migrant workers hired by an employer as a specialist or technician, within 15% of the total number of workers.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in replacement of the power of attorney described in numeral 2 of the common requirements;

These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.

  1. Employment Contract registered with MITRADEL;
  2. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation;
  3. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated;
  4. Copy of the proof of payment of the Social Security Fund (CSS) payroll or, failing that, Certification of Payment Arrangement;
  5. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less.
  6. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.
  7. If you are an expert, providing a letter of reference, duly legalised, from previous work stating the worker’s speciality or any other suitable means of verifying your expertise. If it is a company that operates in Panama and hires an expert who has worked abroad for it, the letter may be issued by the local employer and must specify the time of the service performed, the subsidiary where it provided its work and its specialty.
  8. If it is technical, providing professional certification or duly legalized diploma of studies.

Cost of the Card: B/. 80.00

Renewal of the Card: B/. 30.00

Validity: first time 1 year, extension allowed up to a maximum of four with a duration of 1 year.

III. TYPE 2C WORK PERMIT

For Foreign Persons hired as trusted personnel by an employer within.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in replacement of the power of attorney described in numeral 2 of the common requirements;

These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.

  1. Employment Contract registered with MITRADEL;
  2. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation;
  3. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated;

  6. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.

For the extension, the applicant must present the common and specific requirements.

IV. TYPE 2D WORK PERMIT

For migrant workers hired as micro or small employer (MIPE) personnel.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in replacement of the power of attorney described in numeral 2 of the common requirements; These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.
  3. Employment Contract registered with MITRADEL;
  4. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation;
  5. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated;
  6. Copy of the proof of payment of the CSS payroll or, failing that, Certification of Payment Arrangement;
  7. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less.

In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.

If he is a specialist or technician, in addition to the requirements indicated above, the applicant must prove the professional capacity, through the following:

a) If they are an expert, they must provide a letter of reference, duly legalised, from previous work stating the worker’s speciality or any other suitable means of verifying their expertise. If it is a company that operates in Panama and hires an expert who has worked abroad for it, the letter may be issued by the local employer and must specify the time of the service performed, the subsidiary where it provided its work and its specialty.

a) If it is technical, providing professional certification or duly legalized diploma of studies.

V. TYPE 2E WORK PERMIT

For migrant workers hired as trusted personnel of an employer whose transactions are completed, consummated or take effect abroad, exclusively.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

  1. CRP stating the existence of the Panamanian company or the foreign company duly registered in Panama, which hires the applicant;
  2. Certification issued by the MICI stating that the company does not require a Notice of Operations to operate in the country or, in the case of special regimes, a copy of the license, operations code, registration or authorization that allows them to operate with those benefits;
  3. Letter of employment stating:
  4. The general provisions of the company hiring the foreign worker in the Republic of Panama;
  5. That he or she holds a position and functions at the executive level or at the managerial or operational level of the international company;
  6. Their functions, which must be in accordance with their position;
  7. The worker’s salary and that it comes from a foreign source.

For the extension, the applicant must present the common, specific and additional requirements:

  1. Bank certification or account statement of the foreign worker that proves that his or her salary comes from a foreign source.

Renewal of the Card: B/. 30.00

Validity: first time 2 years, extension allowed up to a maximum of three years with a duration of 3 years.

Classification 3: SPECIAL LAWS

I. TYPE 3A WORK PERMIT

For migrant workers hired as an executive by an employer in the Colon Free Zone.

This work permit will not be subject to the percentages established in Article 17 of the Labor Code, but all the obligations derived from the employment relationship must be fulfilled.

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition to the common requirements, the following must be presented:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in substitution of the power of attorney described in the numeral of the common requirements;

These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.

  • Employment contract registered with MITRADEL or online validation of said document;
  • CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation, or online validation of said document;
  • In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, issued by an Authorized Public Accountant in accordance with Article 143 of this Executive Decree 6 of 2023.
  • Certification issued by the Administration of the Colon Free Zone stating that the company has complied with the specifications required by the Administration for the hiring of the foreign worker, specifying the general data of the applicant for the work permit.

Cost of the Card: B/. 80.00

Renewal of the Card: B/. 30.00

Validity: first time 1 year, extension allowed up to a maximum of five years with a duration of 1 year.

II. TYPE 3B WORK PERMIT

For migrant workers hired by an authorized employer within the City of Knowledge Foundation regime, (any migrant who works for one of these companies as a researcher, teacher or technical staff).

This work permit will not be subject to the percentages established in Article 17 of the Labor Code, but all the obligations derived from the employment relationship must be fulfilled.

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition to the common requirements, the following must be presented:

  4. Authenticated copy of the residence permit application before the SNM or copy of the residence permit card in process or granted.
  5. Copy of the Affiliation Agreement between the employer and the City of Knowledge Foundation.
  6. Certification issued by the City of Knowledge Foundation addressed to MITRADEL, stating that the hiring employer is part of an entity affiliated with the Foundation and requesting that the respective work permit be granted.

Cost of the Card: B/. 100.00

Renewal of the Card: B/. 30.00

Validity: first time 1 year, extension allowed up to a maximum of five years with a duration of 1 year.

III. TYPE 3C WORK PERMIT

For migrant workers hired by an employer within the Panama Pacific Area (the developer, operator, or agency).

Within the Panama Pacifico area, the following categories of work permits may be requested:

TYPE 3C-1 WORK PERMIT:

For workers within ten percent (10%) of ordinary workers, whose application must comply with the presentation of the requirements of “Foreign person hired by an employer as ordinary personnel, within 10% of the total number of workers”.

TYPE 3C-2 WORK PERMIT:

For workers within fifteen percent (15%) of technical or specialist workers, both in technical aspects and in matters of administrative management, whose application must comply with the presentation of the requirements of “Foreign person hired by an employer as specialist or technical personnel, within 15% of the total number of workers”.

TYPE 3C-3 WORK PERMIT:

For workers who exceed fifteen percent (15%) of technical or specialist workers, both in aspects and in matters of administrative management, whose application must comply with the presentation of the requirements of “Foreign person hired by an employer as specialist or technical personnel, within 15% of the total number of workers” and meet the following conditions:

To. That they are hired by companies that are starting operations within the Panama Pacific Area, and

B. That they are hired for the installation or start-up of the company’s operations within the Panama Pacific Area.

Validity: first time 1 year, extension allowed up to a maximum of two with a duration of 1 year.

TYPE 3C-4 WORK PERMIT:

For workers of companies that have less than ten (10) workers, whose application must comply with the presentation of the requirements of “Migrant Worker hired as a micro or small employer (MIPE)” requirement.

TYPE 3C-5 WORK PERMIT:

For workers of companies that are exclusively dedicated to maintaining offices to direct transactions that are perfected, consummated or have effects abroad, whose application must comply with the presentation of the requirements of “Migrant Worker as trusted personnel of an employer whose transactions are perfected, consummated or have their effects abroad, exclusively”.

IV. 3D TYPE WORK PERMIT

For migrant workers hired by an employer within the special Free Trade Zone regime or other special economic regime whose legislation refers to the Free Trade Zone regime.

These types of work permits can be:

  • TYPE 3D-1 WORK PERMIT: FOR WORKERS IN THE CAPACITY OF TRUSTED OR EXECUTIVE PERSONNEL WITHIN 15% OF THE TOTAL NUMBER OF WORKERS.
  • WORK PERMIT TYPE 3D-2: for workers as ordinary personnel within 10% of the total number of workers.

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

  6. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.

The first time and extensions permit will be valid for the term of your contract.

For the extension, the applicant must submit the common requirements, the specific requirements and additional, a report containing the information related to the fulfillment of the transfer of knowledge and the training of the national personnel.

Renewal of the Card B/.30.00. Every three years

  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

Inaddition to the common requirements, the following must be presented:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in replacement of the power of attorney described in numeral 2 of the common requirements;
  3. These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.
  4. Employment Contract registered with MITRADEL;
  5. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation;
  6. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated;
  7. Copy of the proof of payment of the CSS payroll or, failing that, Certification of Payment Arrangement;
  8. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less.
  9. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.
  10. If you are an expert, providing a letter of reference, duly legalised, from previous work stating the worker’s speciality or any other suitable means of verifying your expertise. If it is a company that operates in Panama and hires an expert who has worked abroad for it, the letter may be issued by the local employer and must specify the time of the service performed, the subsidiary where it provided its work and its specialty.
  11. If it is technical, providing professional certification or duly legalized diploma of studies.

Note: The company that requests a work permit as a specialist or technician within 15%, must comply with the transfer of knowledge and training of national personnel, for which it may: create a technical training center within its facilities; adopt training programs with universities or educational centers; or submit evidence of your field entertainment program.

For the extension, the applicant must submit the common requirements, the specific requirements and additional, a report containing the information related to the fulfillment of the transfer of knowledge and the training of the national personnel.

For migrant workers holding a Temporary Personnel Visa of a Multinational Company for the provision of services related to Manufacturing (EMMA).

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition to the common requirements, they must submit the following:

  7. Certification issued by the Technical Secretariat of the Headquarters Licensing Commission of Multinational Companies, certifying that the applicant company is authorized under this regime.

Note: For processing the work permit, the provisions of Article 49 of Executive Decree No. 33 of February 4, 2021 will be followed.

Validity: first time and extensions 2 years.

VI. TYPE 3F WORK PERMIT

For migrant workers hired as pilots or specialized personnel of a commercial aviation company.

For migrant workers as the father or mother of a person of Panamanian nationality in a condition of dependency.

COMMON REQUIREMENTS

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, they must present the following requirements:

1. Originals Birth certificate of the child of Panamanian nationality issued by the Electoral Tribunal. This document must be presented with the fiscal stamps of B/3.00.

2. Proves that the applicant fulfills his duties as a good parent, through one of the following options:

to. Affidavit of the other parent, made before a Notary Public, stating that the applicant has fulfilled his or her duties as a good father or mother. In the event that the child of Panamanian nationality is of legal age and under 25 years of age, he or she may make the affidavit in his or her own name, replacing his or her other parent.
If the foreigner maintains custody and upbringing, guardianship or exclusive guardianship and upbringing, he or she must submit an authenticated copy of the resolution determining the measure, issued by the authority that established it.

b. If the requesting migrant worker is the only parent registered as the father or mother of the child of Panamanian nationality, it will be sufficient to present the birth certificate, issued by the TE, stating this fact.

In the event that the applicant does not comply with the conditions described, they must present evidence that they comply with the legal obligations corresponding to a good father or mother and certification issued by the Justice of the Peace of the area where they reside, indicating that the minor person lives with the applicant.

These cases will be evaluated for approval or denial by the Ministry of Labor and Labor Development, which will evaluate through studies, interviews, or social research, carried out by qualified Social Workers.

For the extension, the applicant must present the common requirements.

For migrant workers from specific countries who maintain friendly, professional, economic and investment relations with the Republic of Panama, in case of investment.

  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

For the extension, in addition to the common ones, the following must be provided:

Income tax affidavit with its respective peace and save issued by the DGI or proof of payment of nine (9) installments of the CSS.

For permanent resident migrant worker as a qualified investor.

Classification 5: HUMANITARIAN PROTECTION

I. TYPE 5A WORK PERMIT

For migrant refugee workers, in all its modalities.

These permits will be processed exclusively through the Panama Digital Platform. Click here to see the user manual of this platform. The procedure must be completed by the lawyer responsible for representing the migrant.

Depending on the status of the Migrant Worker’s refugee status, he/she may apply for the following permits:

  • 5A-1 Permit: That has been admitted for processing before the Office for the Attention of Refugees (ONPAR).

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.

Applicants for refugee status who have been admitted with the refugee process by means of a final resolution, in addition to the common requirements, must present the following specific requirements:

  1. Authenticated copy of the ONPAR resolution, indicating the admission for processing of the application for recognition of the applicant’s refugee status.
  2. Certification from the ONPAR stating that the refugee application has been admitted and is in the process of being approved by the National Commission for the Protection of Refugees (CONARE).
  3. Certification of the applicant’s migratory movement.

Validity: first time 1 year, an extension allowed for a duration of 1 year.

  • 5A-2 Permit: Who has been declared a refugee by the National Commission for Refugees (CONARE).

  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.

  • 5A-3 Permit: Refugee with Permanent Residence.

For persons recognized as refugees in the Republic of Panama, who have permanent residence under Law 74 of 1999, you may apply for an indefinite work permit:

  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In addition, the following requirements must be presented:

Certification that proves migratory movements during their residence in the country, which shows that they have not remained outside the national territory for more than 2 consecutive years, and

  1. At least one of the following requirements:
  1. Employment Contract and Social Security Fund (CSS) File,
  2. Applicant’s Income Tax Return, or
  3. Notice of Operations, if you are the owner of the same.

  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

For the application and extension, the common requirements must be provided, with the exception of numerals 4 and 6, and accompanied by the following specific requirements:

  1. Authenticated Copy of the Resolution by which the President of the Republic of Panama granted the status of Political Asylum to the applicant.
  2. Certification issued by the Ministry of Foreign Affairs stating that you have been recognized as a Political Asylum.
  3. Migratory movement of political asylum-seekers.
  4. Legible copy of the permanent resident card issued by the SNM.
  5. Authenticated copy of the permanent residence card issued by the TE.

III. TYPE 5C WORK PERMIT

For migrant workers declared by the Ministry of Foreign Affairs (MIRE) with the status of Stateless.

  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

For the application and extension of work permits, any person declared as Stateless within the Republic of Panama must provide the common requirements with the exception of numerals 4, 5 and 6, and accompany them with the following specific requirements:

  1. Authenticated Copy of the Resolution by which the MIRE, declares the status of Statelessness of the applicant.

IV. TYPE 5D WORK PERMIT

For migrant workers recognized by the National Commission against Trafficking in Persons as a Victim of Trafficking (Temporary Humanitarian Protection).

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

You may apply for a temporary work permit and an extension must provide the common requirements, with the exception of numeral 4, and accompany them with the following specific requirements:

  1. Authenticated copy of the Resolution by which the National Commission against Trafficking in Persons recognizes the foreigner as a victim of trafficking in persons.
  2. Certification issued by the Ministry of Public Security stating that the foreigner has been declared a victim of trafficking in persons in the national territory, provisionally or permanently.

Validity: first time 1 year, extension allowed until the condition is maintained with a duration of 1 year.

V. TYPE 5E WORK PERMIT

For migrant workers under the protection of the State for humanitarian reasons.

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.
  2. Power of attorney granted to a lawyer by which the migrant authorizes him or her to represent him or her in the procedure. It must be duly notarized.
  3. Application for the Work Permit, submitted through an attorney, specifying the type of work permit and the social/labor grounds for the application.
  4. Certificate issued by the National Migration Service (SNM), stating the applicant’s immigration status. This document must be presented with the fiscal stamps of B/8.00.
  5. Legible copy of the general passport certificates, valid, or line validation of the Single Registry of Foreigners (RUEX), or other that the SNM provides.
  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

You can apply for a temporary work permit and extension by providing the common requirements, in addition to the following specific documents:

  1. Authenticated copy of the Resolution by which the National Migration Service granted temporary permission to the applicant for humanitarian reasons,
  2. Migratory movement of the applicant.

Validity: first time 1 year, extension allowed up to a maximum of ten years with a duration of 1 year.

Classification 6: SPECIAL CONDITIONS

I. TYPE 6A WORK PERMIT

These work permits are divided into two types, depending on the employment or work condition of the migrant, whether Self-Employed or Employed.

  1. A migrant who is a national of specific countries who maintains friendly, professional, economic and investment relations with the Republic of Panama for work.
  2. Migrant with a Residence Permit obtained through the General Migratory Regularization Programs;
  3. Professional migrant.
  4. Migrant for family reunification for dependents;

Migrant workers who apply for permits in this category will be subject to a hiring limit, as established by the Labor Code.

  • WORK PERMIT TYPE 6A-1: This permit will be granted under the condition of self-employment when, who voluntarily requests it, is carrying out a permitted income-generating activity on his or her own account or works for it directly, being in a relationship of legal subordination or economic dependence and not carrying out activities whose exercise is protected by law for persons of Panamanian nationality.

COMMON REQUIREMENTS:

  1. Filiation document obtained after filling out the National Registry of Migrant Labor.

  6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

In the case of a category of self-employment as a natural person, in addition to the common requirements, the application must be accompanied by the following documents:

  1. Authenticated copy of the Resolution issued by the SNM approving your residence permit, or failing that, an authenticated copy of the application for the residence permit, with proof of receipt at the institution.
  2. Notice of Operations of the applicant, or certification issued by the MICI indicating that the activity carried out by the applicant does not require a notice of operations in accordance with the provisions of Article 144 of Executive Decree 6 of 2023.
  3. Proof of registration in the Single Taxpayer Registry.

For the extension, in addition to the common requirements, the Income Tax Affidavit must be provided in the name of the applicant and will be exempt from the presentation of the special requirements indicated in the previous paragraph, unless the applicant has made any change in these.

  • WORK PERMIT TYPE 6A-2: The work permit for special migratory conditions will be granted under the condition of employment when the applicant personally maintains an employment relationship with an employer through an employment contract, under the conditions of legal subordination or economic dependence, in accordance with the provisions of article 63 of the Labor Code.   6. Copy of processing card, provisional or permanent residence card, issued by the SNM, or copy of the permanent resident card issued by the Electoral Tribunal (TE) of Panama, authenticated by said entity, as applicable.

They must provide the common requirements, in addition to the following documents:

  1. Power of attorney granted by the requesting migrant worker.
  2. Power of attorney granted by the legal representative of the company, in replacement of the power of attorney described in numeral 2 of the common requirements;

These powers of attorney may be recorded in a single document or in separate documents, always with due recognition or authentication before a notary, or personal presentation.

  1. Employment Contract registered with MITRADEL;
  2. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation;
  3. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated;
  4. Copy of the proof of payment of the CSS payroll or, failing that, Certification of Payment Arrangement;
  5. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less.
  6. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, or failing that, certification issued by an authorized public accountant, if applicable, in accordance with Article 143 of Executive Decree 6 of 2023.

In the case of a professional migrant worker, in addition to the requirements established in the application for self-employment or employment, the following must be provided:

  1. Copy of the diploma or university degree at the level of higher technician, bachelor’s, postgraduate, master’s or doctorate verified by a Notary Public, in case it is a degree obtained in the Republic of Panama; or, a copy of the diploma duly legalized by means of an Apostille or Panamanian Consulate and duly approved by one of the official universities of the State.

Validity: first time 2 years, extension allowed up to a maximum of three years with a duration of 3 years.

II. TYPE 6B WORK PERMIT

For migrants who are students.

The restrictions set forth in Law and Executive Decree 6 of 2023 must be respected, and their immigration status must be maintained, and they must comply with the following:

  1. Be studying Higher Technician, Bachelor’s, Postgraduate, Master’s or Doctorate studies and whose study plans have a minimum duration of 2 years;
  2. To verify that the work activities, self-employment, or work as an employee, are compatible with the completion of the studies and that they do not interfere with the academic part.
  • WORK PERMIT TYPE 6B-1: This permit will be granted under the condition of self-employment when, who voluntarily requests it, is carrying out a permitted income-generating activity on his or her own account or works for it directly, being in a relationship of legal subordination or economic dependence and who is not carrying out activities whose exercise is protected by law for persons of nationality Panamanian.

  1. Authenticated copy of the Resolution issued by the SNM approving your residence permit, or failing that, an authenticated copy of the application for the residence permit, with proof of receipt at the institution.
  2. Notice of Operations of the applicant, or certification issued by the MICI indicating that the activity carried out by the applicant does not require a notice of operations in accordance with the provisions of Article 144 of Executive Decree 6 of 2023.
  3. Proof of registration in the Single Taxpayer Registry.
  4. Curriculum of the Technician, Bachelor’s, Postgraduate, Master’s or Doctorate that the applicant is studying or online validation of said document;

  1. Power of attorney granted by the foreign applicant in conjunction with the legal representative of the company, replacing the power of attorney described in numeral 2 of the common requirements;
  2. Employment contract registered with MITRADEL, or online validation of said document;
  3. Documentation that proves the compatibility of the studies with the work activity, through:
    1. Curriculum of the Technician, Bachelor’s, Postgraduate, Master’s or Doctorate that the applicant is studying or online validation of said document;
    2. Student certification;
    3. Official credits, authenticated by the General Secretariat of the educational institution, which demonstrate that the applicant complies with one hundred percent of the curriculum of the.
    4. Registration receipt.
  4. CRP of the contracting company, whose issuance is not more than three (3) months at the time of its presentation or online validation of said document;
  5. Notice of Operation or other type of certification, permit, registration, operation key or license that demonstrates that the company is authorized to carry out the activity to which it is dedicated, or online validation of said document;
  6. Copy of the proof of payment of the CSS form or, failing that, Certification of Payment Arrangement, or online validation of said document;
  7. Copy of the CSS form, which corresponds to the proof of payment, only in those companies that have twenty (20) workers or less, or online validation of said document.
  8. In those companies that have more than twenty (20) workers, a certification of the CSS payroll, which corresponds to the proof of payment, issued by an Authorized Public Accountant in accordance with the provisions of Article 143 of Executive Decree 6 of 2023.

Note: They are subject to the percentages of labor and salary established in article 17 of the Labor Code.

It is a humanitarian assistance project for irregular migrants living in the national territory, promoted by the Government of the Republic of Panama. With this regularization project, it seeks to identify people so that they can begin their regularization process and contribute with their work, in compliance with labor law, to the productive market formally.

About the Work Permit:

• The Temporary Protection Work Permit will be issued for a period of two years and will not be extended.
• At the end of the two years, the migrant will have to change to one of the types of work permits established by Executive Decree 6.
• This work permit does not modify the provisions of Executive Decree 6, for people who have initiated procedures.
• The cost of the work permit card will be $100.00.
• This procedure can be carried out by the Migrant or his lawyer, in any case, the application for the permit must be submitted through a lawyer.

The processing of this Temporary Protection work permit will be carried out virtually through the Panama Digital platform, where the migrant will have to create their user profile and search for the aforementioned procedure.

After filling out the required information forms and taking the photograph online, you will have to upload, in PDF format, the established requirements:
o Power of attorney and request through a lawyer, to guarantee their full representation of law;
o Pre-registration by the National Migration Service;
o Proof of Appointment Assignment by the National Migration Service;
o Affiliation of the applicant in the Migrant Labor Registry;
o Copy of the passport page where the photo and general data of its holder appears or, failing that, any verification mechanism provided by the applicant’s National Immigration Service;

The analysis and signing process will be completely virtual, the person will receive an online payment notification, which can only be done with a Visa or Mastercard card.

Upon receiving the payment, the person will receive their digital work permit card with their resolution, which will have to be provided to the National Migration Service to finish the migratory regularization process.

Grounds for the cancellation of this work permit:

  1. For not having submitted a Temporary Protection Permit to the National Migration Service no later than 30 days after obtaining the work permit. This information will be verified with the National Migration Service;
  2. For the loss, revocation, cancellation, cessation, desistance or in any way in which their migratory permit has ceased;
  3. For performing work prohibited or protected by Panamanian laws for Panamanian nationals;
  4. For having been convicted of a crime or being linked to criminal activities;
  5. For violating the rights and freedoms of workers under their responsibility;
  6. For attacking national security and public order.

Step by Step of the Work Permit Submission:

Step 1: National Migration Service:

  • Request Pre-registration to RUEX and appointment date

Step 2: Ministry of Labor and Labor Development

  • Fill out the Migrant Labor Registry with the identification granted by the Migration Service (Pre-Registration Number and RUEX – for those who have it)

Step 3: Panama Digital:

  • The migrant must create a profile on www.panamadigital.gob.pa and look for the MITRADEL procedure – Temporary Protection Work Permit
  • Fill out the requested forms and upload the required documents in PDF format.

After the analysis of the case and signing of the resolution, you will receive by Email that will take you to:

  • Make the payment of the Card, through a virtual payment gateway, by visa or MasterCard card.
  • Make a digital signature of the Work Permit Card, from a mobile device or with the computer mouse.

When you send the signature, you will receive the resolution of the permit and the card, which must be taken to the Immigration Service to finish the process of the temporary protection permit.

Humanitarian Security Protection Permit

The Humanitarian Security Protection Permit is created for which any foreigner who, at the entry into force of this Executive Decree, is irregular within the national territory and has remained in the country for a period of not less than one year, may apply. In the event that the applicant has left the country during that year, he or she may not have stayed more than sixty consecutive days outside the national territory.

The Humanitarian Security Protection Permit will be a document that will contemplate the Work Permit issued in favor of the foreigner who avails himself of this Executive Decree, so that he or she may obtain a work permit in the national territory together with his or her residence.

Step by Step of the Work Permit Submission:

Step 1: Verification of the RUEX Seal

  • Before making the payment, the user must make sure that their passport has the Unique Foreigner Registration (RUEX) stamp, a process that must be carried out before the National Migration Service, prior to payment. Without this seal, you will not be able to continue with the process.

Step 2: Payment in the Treasury of the Ministry of Labor and Labor Development

  • Once the passport has the RUEX stamp, the user must go to the Treasury of Collections window, located on the 5th floor of the Ministry of Labor and Labor Development.

Step 3: Issuance of the Payment Slip

  • The Mitradel Treasury department will issue a payment slip, which will be an essential requirement to complete the procedure, before the National Migration Service.

Step 4: Filiation Process

  • Enter the Enlace migrant labor registry and carry out the affiliation process.

Step 5: Filing with the National Migration Service

  • The user must include the payment slip in their application to the National Migration Service to formalize the process of the humanitarian security protection permit.

Note:

  • Payment shall be made by certified or cashier’s check from any local bank, in favor of the NATIONAL TREASURY for the sum of 100.00 dollars.
  • It is important to follow these steps in order and make sure you have all the required documents to avoid delays in the process.
