Management of Maritime Operating Licenses in Panama

In Panama, the Panama Maritime Authority (AMP) regulates and supervises maritime activities, including the issuance of Maritime Operating Licenses for companies that offer ancillary services in this sector. These licenses, valid for ten years, are essential to operate legally in the country.

General Requirements:

Legal Representative Details: Full name, ID number, address, telephone numbers and email.
Company Information: Name, RUC number registered with the General Directorate of Revenue (DGI), address, telephone numbers and email.
Description of Activities: Details of the services to be offered and the maritime and port areas where they will be provided.
Investment: Amount of investment made or projected.
Additional Documentation: Copy of the ID of the Legal Representative, Notice of Operation issued by the Ministry of Commerce and Industries (MICI), certification of the Social Security Fund as a registered employer and current certificate from the Public Registry.

Procedure:

Application for Provisional License: Valid for three months, it allows operations to start while the final license process is completed. This procedure usually takes between two and three weeks.
MPA Inspection: Depending on the type of service, the AMP may conduct inspections of the company before approving the license.
Presentation of Guarantees: At the end of the procedure, a performance bond and a civil liability policy must be presented, as established in J.D. Resolution No. 011-2019.
